Adobe commerce (formerly Magento) version 2.3 already stopped receiving quality fixes After September 2022, nor updates to the user guide any more. Support for PHP 7.3 already ended in December 2021, and support for Adobe Business Edition 2.3 also already ended in September 2022.
We strongly recommend that you start planning your upgrades to the latest Magento version 2.4.5 and PHP to 7.4.x now to maintain PCI compliance.
While an upgrade is already available, this upgrade is far easier to complete than an upgrade from Magento 1 to Magento 2 migration. Adobe Commerce Cloud 2.3 and later:
On July 28, 2020, the new version of Magento Commerce 2.4 was released. It will continue to provide fixes for quality issues for the current version 2.4. So that's why Magento stopped fixes for security issues for the 2.3 version.
Magento will provide security fixes for the current minor version for at least 18 months from the public release date of the next new minor version.
Magento will provide security fixes for currently supported minor versions through patch releases. Security fixes are not backported to previous minor releases, nor to previous patch releases in supported minor releases.
For example, while 2.4 are currently supported by minor releases, security fixes will be released as 2.4.Y, where Y represents the next incremental patch version cumulative of all previous patches. Patch releases will not be released for previous minor releases (such as 2.3.X) or patches for previous patch releases (such as 2.3.1.X) that have reached the end of support.

Magento will provide quality fixes for the latest supported minor version via patch releases. Quality fixes will be delivered as separate patches for all other currently supported minor versions. Quality fixes are not backported to other previous minor releases, nor to previous patch releases in supported minor releases.
For example, while minor 2.4 are currently supported, individual patches will be released as 2.4.Y, where Y represents the next incremental patch release cumulative of all previous patches. For previous minor versions that have reached the end of support (such as 2.3), neither patch releases nor individual patches will be released.
